Parents and others (with rights as a part of the case) have the right to an attorney paid for by the Norwegian State. The parties choose which attorney they would like to represent them. The County Social Welfare Board will ensure that legal counsel is appointed. The board can assist private parties with efforts to identify an attorney if needed. The legal counsel will organize a meeting with the client in order to review the case together. The legal counsel gives ongoing advice, and attends meetings with the board, together with the client.
